Version Exclusive Pokemon are Pokemon that can only be found in either the X Version or Y Version. The developers always create two versions of the same game with a few exclusive Pokemon to encourage Trading. Since the 4th Generation of games, trainers have been able to trade over the internet, making all Pokemon much more accessible.
Some of the Pokemon below can be found in the Friend Safari if you have a Friend's Code with that specific Pokemon in it.
A few Mega Stones are only available in Pokemon X or Y, making a few Mega Pokemon Version exclusives. However, some Pokemon can only be found in one version while a Mega Stone is found in the other. Below is a table that explains the availability.

Pokémon Go can adjust the spawn rate at any time, though, so get it while you can!
If you can find a nest or a spawn near a PokéStop, you should be able to track Special Event Pokémon, no problem.
Once you get to the PokéStop, the Pokémon will spawn and you can catch away!
Also yes. Special Event Pokémon are just Pokémon. So, Lure and Incense away!
